FTA Announces 2019 Random Drug Testing Rate Increase
On October 17, 2018 the Federal Transit Administration (FTA) issued a letter announcing that they will be increasing the minimum rate of random drug testing to 50% of all "covered" employees that are subject to the FTA's drug and alcohol testing regulations. The changes is directly related to an increase in the industry's "positivity rate" that was reported for drug testing results for the calendar year of 2017. It is important to also note that the alcohol testing rate will remain at 10 percent.
The Federal Transit Administration will formally announce this increase in a forthcoming Federal Register notice but has released a "Dear Colleague" letter in advance to inform Transit Providers and partner associations of the 2019 random drug testing rate increase in an effort to facilitate early planning.
